“Measles Protection Act”
Irreconcilable with Basic Law
Compulsory Vaccination
Brings An End To Natural Life
In Germany, it is more likely to be struck by lightning than to die from measles. Nevertheless, the so-called “Measles Protection Act” has been in force since 2020, with serious consequences for families, single parents, children and healthcare professionals. What is its legal basis? Is it a health policy necessity or are economic interests the real reason? We spoke to the specialist lawyer for medical law, Beate Bahner, and the “Impf-Report” publisher Hans Tolzin.
A raum&zeit interview with lawyer Beate Bahner and “Impf-Report” publisher Hans Tolzin, by Claudia Scheiderer
raum&zeit: Six years of the “Measles Protection Act”: Where do we stand here at the moment?
Hans Tolzin (H. T.): Hardened fronts on both sides. Actually, everything has been said – by you, Beate, in your book, in my book (see Book Tips, Page 7), by numerous experts, for example at the MWGFD* press symposium – i.e., the Association of Physicians, Scientists for Health, Freedom and Democracy – on the Measles Protection Act on November 15, 2025. In Germany, officially only one child dies of measles every year – while according to cause of death statistics, more than half a million people die every year from circulatory failure and cancer. You need a lot of spirituality to get something positive out of the whole thing. I can only come to the following conclusion: It’s about breaking the will of the people.
“It’s an unjust law” Beate Bahner
Beate Bahner (B. B.): Yes, it is an unjust law and an unprecedented health tyranny that demands submission to state arbitrariness. And it is a pretense of the rule of law – confirmed by the constitutional court. This also continues to justify the merciless persecution since 2020 of doctors who legitimately issue certificates of inability to be vaccinated (IUB) or contraindications. They are accused of document forgery – so-called “false health certificates” according to §278 of the Criminal Code.
Henry Ford Study And The Film “An Inconvenient Study”:
The Henry Ford study (“Impact of Childhood Vaccination on Short and Long-Term Chronic Health Outcomes in Children, a Birth Cohort Study”) has shown:
- that vaccinated people had six times more autoimmune diseases,
- more neurological developmental disorders,
- asthma,
- speech disorders, or
- atopic diseases.
Originally, the study was set up to show how well vaccinations work. With its opposite and undesirable results, however it should disappear forever into a drawer. The US television and film producer and leader of the anti-vaccination movement Del Matthew Bigtree prevented this and made the information publicly accessible. Together with director Kris Armstrong, he produced the documentary “An Inconvenient Study” in 2025 [in German: „Eine unbequeme Studie”]. Attention: partially closed:

Proof of Immunity Instead of Compulsory Vaccination
r&z: How could it have come to this in the first place?
H.T.: Until February 2015, vaccination-critical expert circles in Germany regarded compulsory measles vaccination to be unthinkable due to the Basic Law. Then there was an alleged measles death of a two-year-old boy in Berlin. This case was full of question marks and contradictions. Nevertheless, starting from the then Berlin Senator for Health Mario Czaja, an incredible media hype arose from it, which frightened me and it was clear that the goal was to enforce compulsory measles vaccination against all reason. This was actually not so easy due to the constitutional law. But in the end, a kind of compromise was found in the form of the currently applicable “obligation to prove immunity” instead of direct compulsory vaccination.
B.B.: With effect from 1 March 2020, the so-called Measles Protection Act of 10 February 2020 established an obligation for certain groups of people to provide proof of sufficient vaccination protection or immunity against measles or a medical contraindication. This Measles Protection Act was implemented by inserting additional extensive and difficult to understand paragraphs into the already existing provision of §20 of the Infection Protection Act (IFSG). With the so-called “KiTa Decision” of the Federal Constitutional Court of 21 July 2022, the measles vaccination obligation for daycare children was then declared constitutional. The legislator has defined the following three goals for the Measles Protection Act: First, the individual protection of so-called vulnerable groups of people in particular – i.e. the particularly susceptibnle or endangered people. Second, the achievement of sufficient community protection against measles infections – so-called herd immunity, which supposedly requires that the vaccination rate achieved in the population is at least 95 percent. And third: the elimination of measles in Germany.
Violation of fundamental rights:
Compulsory vaccination is accompanied by serious violations of fundamental rights: For example, the fundamental right to physical integrity (Basic Law, Article 2), the parental right to education and care laid down in Article 6. Furthermore, the right to natural immunization, the right to a life that is as natural as possible and the right to self-determination. It violates the prohibition of discrimination in Article 14 of the European Convention on Human Rights (EMRK). Article 1 of the Basic Law – the absolutely inviolable human dignity – is also affected by it.
Measles, An Extremely Rare Disease
r&z: And that’s despite the fact that measles is not actually a serious disease.
B.B.: Yes, because measles is not – as justified in the draft law – highly dangerous, with serious complications or associated with serious secondary diseases – but is now an enormously rare disease. According to the definition of the EU and the Ministry of Health, an enormously rare disease is present if no more than 500 out of a million people are affected by it. In Germany, with its 83 million citizens, this would then affect 41,500 people. In fact, however, there have only been about 400 measles reports annually in the past ten years. The official goal – namely the elimination of measles according to the WHO criteria – has thus long since been achieved. And it was already achieved in 2020 and 2022. The targeted vaccination coverage rate (vaccination rate of 95 percent) has also long been achieved, with a vaccination rate of 97 percent in school entrance examinations. Then a word about the supposedly serious secondary diseases: The claim that measles causes severe meningitis, the “subacute sclerosing panencephalitis” (SSPE), is in my eyes not tenable on the basis of a single and dubious study. This is the Schöneberger study.
H.T.: This fanatical hatred of a childhood disease that is usually harmless is really more than questionable. Because according to my experience from numerous conversations with parents, measles diseases are in many cases accompanied by real developmental spurts. Measles diseases can also be well accompanied [treated] by naturopathy. However, it is very important not to artificially lower the fever – which is an important tool of the immune system.
“We have to develop a sense of our inviolable dignity.”
Hans Tolzin
Hypocrisy Of The State
r&z: What could be behind this?
B.B.: It is a conditioning of the citizens. It is about the goal of the “fully vaccinated citizen by state order”, as I like to call it. The ban on entering or working (at care centres and clinics) for healthy and unvaccinated people is also discriminatory – but if I have my children vaccinated against measles, they are allowed to go to daycare the very next day. This is completely pointless – no “protection” could build up so quickly. There is state hypocrisy behind it. What do I mean by that? Take transport policy, for example: every year, thousands of people die in traffic accidents or suffer the most serious injuries, especially due to excessive speeds on motorways and country roads. Nevertheless, the German legislator – as the only country in the world – has so far failed to put a stop to uninhibited speeding. This is just as clearly about the interests of the German car lobby as it is about those of the pharmaceutical lobby when it comes to vaccination. Other examples of the hypocrisy or conflicts of interest of the state can be found in the alcohol and cigarette tax or the casinos. Attention: Gambling can be addictive, help under BZgA, i.e. the Federal Center for Health Education. And even in the case of vaccine damage, the state is almost never liable, although it recommends the vaccinations full-bodied and praises them as safe and effective and even finances them.
H.T.: For me, it is clear on the basis of easily comprehensible facts that the circles that pushed the Measles Protection Act from the beginning did not, and still do not, have the health of the people in mind, but rather are pursuing their own goals. I know that this is an unpleasant truth, but one that we have to face if we want to turn our health system from its head back again on its feet. And, I see another point: We Germans apparently have an above-average sense of the common good and loyalty. This is a good quality, but it also means that we are particularly receptive to demands “from above” to make sacrifices for the (claimed) common good. Until the Basic Law came into force, this so-called duty of sacrifice was a principle of German law. But despite our current Basic Law, this is still, to this day, in the minds of people, politicians and courts. That is why narcissists and psychopaths in positions of power find it so easy to assert their interests, especially in Germany.
Who Profited From the “Measles Protection Act”:
According to the STIKO [Ständige Impfkommission = Standing Committee on Vaccination in Germany] recommendations, children should be vaccinated with the measles vaccine at the age of 11 months and at the age of 15 months. In adulthood, if there is a lack of immunity (to be proven by titer determination), the vaccine should be boosted. Year after year, this affects an entire birth cohort in Germany alone. That is around 700,000 children. And thus secures the two pharmaceutical companies – Merck and GlaxoSmithKline – annual profits in the millions.
Since drugs have now been developed for most diseases, healthy, renewable bodies represent a lucrative source of income in the future.
A second measles vaccination is nonsensical – this is also proven by international studies. A so-called measles antibody is reached by well over 90 percent through a single vaccination. Beate Bahner: “The need for a second vaccination is therefore misleading, unnecessary and a risk of bodily injury and thus a legitimate criminal claim against the legislator.”
Inviolable Human Dignity
r&z: What remains to be done now?
H.T.: We have to learn to recognize systematic manipulation as such. We have to learn to distance ourselves from sociopaths and narcissistic old-boy networks. We have to develop a sense of our inviolable dignity. It is not for nothing that Article 1, Paragraph 1 of our Basic Law states that human dignity is inviolable. This is unambiguously understood as a right of self-defense in relation to the state. This is the first thing that the mothers and fathers wrote into our Basic Law so that there can be no more tyrannical rule as was previously the case in the Nazi regime. I still see one problem in our naivety. It is therefore very important for all of us to know that restrictions on fundamental rights in connection with our physical integrity must in principle remain voluntary. Anything else is unconstitutional.
B.B.: Since the Corona period, I have seen a sinister old-boy network at work that wants to use the digital vaccination certificate to promote a digital identity including digital money in order to steer towards total surveillance and control like in China. But this digitization only works if I also have something to digitize – health data is a real treasure. Bill Gates definitely wants to get to it.
“Get out of isolation and network with others.”
Hans Tolzin
Dubious Facts:
- There is not a single evidence-based comparative study between vaccinated and unvaccinated people that has demonstrated the necessity, efficacy and safety of measles vaccination.
- Figures and statistics show that the death rate from measles vaccination is many times higher than from measles. Statistical figures from the USA show that measles vaccination causes at least 16 times more deaths than measles itself.
- In the case of vaccinations, the reporting rate of vaccine damage is just one percent. In order to arrive at a realistic figure [for Germany], one would have to take a factor of 100 and in Germany there would be 1,400 children severely injured by a measles vaccination and 50 to 200 deaths per year (for example: sudden infant death syndrome; proven by a recently published American study: 97 percent can be traced back to an average of 10 days after previously carried out vaccinations).
Out Of Isolation
r&z: And what do you recommend step-by-step to those affected in terms of compulsory measles vaccination?
H.T.: There is no longer a patent solution for dealing with the authorities. But the first step should always be to have the antibodies or titer determined. Because if the titer is high enough from the point of view of conventional medicine, there is no need to vaccinate. Otherwise, I can only advise: Get out of isolation and network with other parents. Talk to your naturopath or natural healing physician, hang something up in your health food store. Under “impfkritik.de” you will find numerous parents’ meetings. Important impulses for change can arise from the community. Unfortunately, today it is more true than ever: If you remain isolated, you go under!
B.B.: From a legal point of view, I recommend delaying tactics: with deadline extensions, with requests for access to files, the demand for health advice from health authorities; always appealing to fines and keeping the local courts so busy that they beg for the repeal of the Measles Protection Act; in other words, the strategy of many small pinpricks. And, write to the Standing Committee on Vaccination (STIKO) and ask on the basis of which studies they come to vaccination recommendations. In any case, I don’t know of a single study that proves the safety of a measles vaccination. Or: Call on the Robert Koch Institute (RKI) to finally set up a placebo-controlled study on vaccines using health data from the health insurance companies with the participation of independent scientists. And very important, circulate the Henry Ford study or the documentary from the year 2025 “An Inconvenient Study” [„Eine unbequeme Studie”] by Kris Armstrong (See Page 2).
